Couldn't figure out why. Thought, "why can't I throw out my old clothes when I can't wear them any more?" Confusing. Why this law? Why it doesn't make sense? Thought, who would want clothes that are worn out, anyway? Finally after long time, months, bugging me. Realized. Ah! They mean clothes still in wearable condition. For folks who wear their clothes until unwearable rags, this law probably doesn't apply. However. Even though I wear my clothes until raggy. Every once in a while. Maybe 1/999.
